Yeah this is an issue that cannot be explained/fixed. I have no idea why.
Permissions on a bunch of people got reset at some point - it seems you have to get some karma in order to reset them back to what they should be. I up-voted your post so hopefully you're not moderated anymore.
And, yeah, the special character thing kind of sucks - would have liked to have seen that on the list of fixes they announced in another thread here.

There was suppose to be a fix for this with the latest release but it's unfortunately still being worked on. I need to double check to see if the fix will come with the next release, but there are still a few regressions left before that is being rolled out. Will update with new info once I have it.
Edit: I have tested it now in staging and it seems to be working as it should, still no ETA however on when the release will be rolled out.
