How do I create an Android Fragment 'over' the Unity player.

I want to create a popup Fragment from an Android Studio project that appears when a button is clicked in my Unity project. I essentially want a fragment to appear with a list view of paired devices. Is this possible?

I have already created an AndroidPlugin.jar and managed to receive some variables in my Unity project from my Android project, but I notice you need to extend UnityPlayerActivity in Android to get this to work, but Fragment requires you to extend AppCompatActivity.

Any help would be much appreciated.
