Unity Cloud: Can't transfer project to new Organization

We have a project that we need to transfer to a different organization. When I try to transfer the project, it simply errors: Cannot transfer project to organization (423).

After researching this issue on the forums, it seemed that disabling ads would resolve the issue. We disabled the Unity ads, yet the same issue persists.

Can anyone provide assistance?
