Unity Editor hangs up at every second action

It looks like I have a problem. I have searched on the internet but no luck yet. My problem is Unity Editor hangs up after a first action it does not matter what action it is. It might be pressing the play button or updating a script. I have already tried Visual Studio 2017 and 2019, Rider, Visual Code. It did not really help. I have no idea how to fix this problem any comments or ideas would be really appreciated. Thank you.
