how to make a distorted noise effect on the screen/GUI

I'm just wondering to know how to make such a noise effect attached below from the video game: Remember Me!

my best guess is that it's an alpha text with a specific random noise effect.

The easiest way to achieve that for a menu is to make a sprite animation with the noise frames and play them in loop over the menu text.

Bingo. I guess this is the answer. it would be great if you could show me a sample to help me what kinda sprite I'd be lookin for. I googled a bit for "noise sprite" but I couldn't find it! any idea ?

Edit: Is this how it should be ?

Try searching for EZGUI and Sprite$$anonymous$$anager or NGUI both of them have excelent sprite managers with lots of posts and tutorials around answers and forums

You could use an hand made alpha mask and have it scroll up.
