How to combine two cloth components?

I have the Unity-Chan model from the asset store and I am trying to use cloth components to move her hair. But her hair tail has three game objects with different skinned meshes. How can I connect those meshes at the joints of the hair and make it all look like a single cloth behaviour?

I've tried leaving the vertices at the joints(at the hair band) with 0 max distance and this was the result. The hair doesn't fall though because the bones move up when the body rotates down, and since max distance is 0, the hair won't move. (The hair away from the joint is moving correctly because of max distance set to 0.5) alt text
