How do you create your own UI Kits for Unity?

If I wanted to create my own Unity UI Kit, what are the general steps for doing that? What external tools are used, how is it scripted, how is it animated, how is it created artistically, etc.?

Additionally, how do you customize particular UI elements such that (for example) a custom dialog modal may slide up like a sheet from the bottom of the screen, etc.?
