UnityAds TestMode flag in both inspector and code - why?

Have some followup Qs regarding this issue:
ISSUE
1) You can set UnityAds "Enable test mode" via Services Inspector Window
2) You can set "Enable test mode" via Advertisement.Initialize(androidGameID, enableTestMode);
So there seems to be duplicity, and you can argue, well once you set it via code, it will override inspector settings - now why would we have inspector settings then at all, we know we need to disable auto-initialization of unity ads, because its buggy, so we would have to later set the flag via initialization code anyways!
QUESTIONS
Is there a workaround to only need to set it once somewhere (because its easy to forget to set it in both places everytime we need to test something etc. ?).
Is it possible for example:
Is there a way to read Services > UnityAds window "Enable test mode" toggle value, so that we can set it inside initialize code automatically , so that it only needs to be changed ONCE inside the UnityAds Window?
