Bloom effect makes some weird flashes when the character moves

Hello, for my first game, I'm trying to make an enemy who has to focus yourself with a laser when you enter in his aggro-range :

I tried to make a cool bloom effect on the laser like this :

This is my problem. The bloom himself work, but when I press play, the bloom is going crazy and makes lot of flash if my character move, or if I try to manually move or rotate the laser. However, it is going back to normal when my character stops himself: https://tenor.com/view/gif-21310298
