Brainstorming Optimization

Coding can be vast and varied when trying to accomplish something. There is no wrong way, just cleaner and more proficient (I know this basic). I would be appriciative to some insight what method would be cleaner and more proficient given the following task:

On start up a user defines a character with an assortment of options available to them. Each option is its own script file (call these 'option files' for ease of reference) which are the limitations of options available to the user. The data the user has taken is saved to a new file (call this 'user file' for ease of reference). This user file draws all the information from the needed option files therefor only running the scripts that are important. The other method I know of is using a lot of IF statements. Having all the option files as a single file to refer to. This way the user file only calls for content within one file instead of many. Lastly there is also the tedious option of having the user file build all the information onto itself. It would take the relevant information stored somewhere else and write only the codes selected by the user into this user file. I call this tedious since I figure there would be a lot more required initially to make this user file. Once its created however, it only needs itself to do what it must. Seems also quite the advanced technique.

I new to programming (C#), with limited scripting background (basics in school, and 'fake' langauges that hold similar coding principles: Kilck n Play, Creatures 2 (COB) and Neverwinter Nights). The above situation will require me to learn, as probably anything else suggested below. I am fine with learning, that is why I am here; self improvement. So thoughts? Comments? Suggestions?

Can you make your task more concrete? Do the option-files contain options like mouse-sensitivity, brightness, difficulty or something like that?
