Locked the layer and still able to select the objects in it.
If I lock the layers from the layers dropdown menu, im still able to select any objects in this layer by picking them in the scene view.
It happens with any layer and any objects.
Restarting and reinstalling the unity doesn't help.
unity version is 5.3
Unlocking the layer and locking it back solved it for me.
