magical glowing blue globe

Question

see the image below.in my project i want the wizard to carry a globe in his hand.i want the globe should be in sphere only with same effect and color in the image i posted below.and the globe should rotate inside in his hand continually. i want the around the globe same as image the blue electric discharge should flow outside as in the image as a magical effect how is it possible to get the same effect and color with blue electric discharge should come from the globe continually while globe rotate inside the hand of the wizard

you can replicate that same look using the Particle System in Unity. just make sure you add a particle animator and a particle renderer to the Particle System. you can even import your own image and have THAT be the particles.

create particle and make it blue let it stay in one place and place an area light in it. if it is good it works.
