PS4 help me

HI am trying to get my games on ps4 and I am having do this over and over I just need help.

This is is the answer I keep on getting

and I have a id and my tax id do I need something else or what am just confused .

Their reason for non approval is very clear Need valid business entity and state of incorporation. They're telling you that you basically need to found a company, they won't give their license to individuals, this applies pretty much to every console platform.

Also I don't know if you know this but PS4 dev kits are not cheap.
