How can i solve the problem of 0 KB in files in the Library from Plastic SCM repository??

i have this project that im working with my collegues from college, they all have this project with no flaws, i had no flaws at some point too, but when i was about to update and merge, had a problem with the layermasks that i didnt knew how to solve, so basicly i installed, but it came back with those 0 Kb files in the Library\PackageCache\com.unity.settings-manager@1.0.3\Editor, the files are:

PackageSettingsRepository.cs Settings.cs SettingsDictionary.cs

I tryed reinstalling my unity version and Plastic SCM and deleting library, no success.

Also, in my repository from plastic SCM, these files in inspecific are also 0 KB:
