Complexe Scene results in stuttering volumetric clouds? 2021.2.7f1

Hey guys I have a HDRP Scene in 2021.2.7f1 and I only need recorded stuff out of it. So the settings are really cranked up. But I noticed that the clouds are jumping in I would say, 30fps steps - otherwise the recording looks crisp in 4k60p. Attached below is the volumetric cloud settings. And what is even stranger 4k30p has no stuttering in the clouds. Like the clouds are not yet synchronised to other recording speeds than 30p?
