,Unable to add new layer with Terrain Tools

Hey guys, i have a problem, i cannot add new layer with Terrain Tools This what it should look like http://prntscr.com/u8vbuc

This is what i actually have http://prntscr.com/u8vdy6 As you can see on screenshot, i am missing the create button

Any ideas ? Really weird, i don't know how to fix this
