How does this stuff work?
How to use it actually? Will Unity automatically detect the quality tire for current device or should I set the quality tire manually at runtime via code?

Well you need to set up your quality manually this can be done easy. Here is simple tutorial from unity: https://docs.unity3d.com/Manual/class-QualitySettings.html
Thanks for your suggestion. But my question is about Project Setting > Graphics > Tire Setting, not Quality settings. I have edited the original question.
