Camera jittery and rough

This is an issue Ive only had since using Unity 2021.1.25f1

No matter what character controller I use, when I turn the camera, it isn't smooth. It looks like the camera has low frame rate but only when turning. Ive used the basic character controller made by Unity and Ive used others made by other people, they all have the shuttering look when turning. I'm going to assume this is an easily dealt with problem and not an inherent issue, but Ive been using Unity for years and I have never had this issue with camera motion. So honestly I'm tempted to just use an older version of Unity and stop using updated version. All I ever get with newer versions is problems like this, In 2019 versions I can drop in any controller and everything is smooth and works as expected, In the 2021 version every controller camera is rough and stuttery. There must be a setting or something I'm missing.
