Is occlusion culling useful for outdoor views from an airborne camera?

Hey folks, I'm trying to determine if I should expect benefits from occlusion culling given my camera's positioning and my scene's geometry.

I have a landscape that has roads and buildings with a camera that rotates around the periphery of the map while always looking toward the center.

it's not densely populated with buildings so I don't gain much occlusion from those structures.

I know some solutions are just not ideal for all situations, and I get the feeling that. OC might not help me.

the landscape is kinda like an RTS map.
