How to fix "The type name 'ARBackgroundRenderer' could not be found in the namespace 'UnityEngine.XR'"

Question

I'm using 2019.3 unity version. Project was working OK. I recently switch to WebGL platform and getting 4 errors suggesting: "Enable the built in package 'AR' in the Package Manager window to fix this error."

I have try installing all the different versions of AR foundation without success.

How can I resolve this errors and why do I even need an AR package if my project is not an Augmented Reality project?
