31% GPU / 60% CPU Load...

Hello,

Not sure if I need to enable Unity through AMD Catalyst or do something in quality or build settings somewhere but when I'm playing the game in the editor. The FPS never goes higher than around 67FPS and drops up and down. Yet I check the CPU and GPU load and they aren't near max. 31% / 60% for GPU and CPU respectively.

CPU: Intel i5 3570k @ 3.4Ghz GPU: Sapphire HD Radeon 7970 Ghz Edition (3GB VRAM) RAM: 16GB 1600MHZ

Even when I build and play the game, it looks like it locks that frame rate at 60. Does Unity use vSync? This is only for a personal project so I want to make sure Unity is using as much power as possible.
