How would you make Wind-looking particles?
Basically looking for a poor man's version of this.

Any idea as to how they went about making this? It looks amazing.

Could try with UV scrolling texture, maybe added with some distortion using noise texture or making the wind plane vertices wave like in foliage shaders.
also unity particle system has now trail effect, and noise module, so those might work too.
