Toon Outlines disappear when built to mobile

I have a very simple game using the Toon Lighted Outline shader. Ive built it several times to my Android device (Galaxy S4) and the toon outlines showed up without problem. I mucked around with the quality settings and the player settings, rebuilt several times, removed the outline, and then put it back on. I then rebuilt the game, with the outlines included, and now when I play it on my device the outlines refuse to show up. Ive tried a hundred different things but I just cant seem to bring the outlines back in the game. They show up fine in the editor and the game view, but only when built and run on my device do they disappear. I was suspecting it had something to do with the "pre load shaders" option in player settings but ive tried turning that on and off with no effect. Ive also completely cleared the application and all its data from my phone a zillion times but still nothing. Please help! I really want my outlines!
