why lwrp is very slow?

hi, I use LWRP for build scene 'polygon battle royal' package in unity asset store but I get 1/3 fps than usual building (3d standard) after building on mobile I get 10 fps but when building on standard building on Android, is 30 fps, I did not change any setting just used a simple controller for move camera and disabled shadow and fog, why saying LWRP is better of standard for low-end!!! why happened this? (unity 2018.3)

I also notice that the LWRP is slower than the Standard render on the Oculus Quest. Same scene LWRP (low quality) = 62 FPS (GPU 100%), Standard (medium quality) = 72 FPS (GPU 80%). Using Unity 2019.2.3f1
