How to make the first person controller to swim like a fish?

I am making an underwater environment for a whale. And I want to make the player (whale POV) swimming 'above' the surface of the terrain (almost like flying up to the hills), so the player is not bumping up and down while moving forward or uphill. Is there something I can do the player or the camera to achieve that? Or it is something with the script? I don't have much experience in scripting in unity. Thanks!

You can achieve very little without scripts. Just saying it's worth learning at least the basics

I am trying out AddForce with a rigidbody. But right now it keeps floating up not down.

pragma strict

function Start () {

}

// Adds a force upwards in the global coordinate system function FixedUpdate () {

     rigidbody.AddForce (Vector3.up * 10);
 

}

How can I write the script if I want to be able to go both up and down?
