Wind Effect On Character
I'm trying to make it so at all times my characters mesh such as hair and tail are always moving as if winds blowing it, but for this not to be altered by animations or movement. Any help would be appreciate.

if you use Character Creator 3 for making characters or DAZ3D after Export FBX you have Blend shapes in unity, you can move hairs with a wind like Trees or wright Code in C#
