Getting Real World Map Data

I've been doing a lot of googling on this one and it's proven to be a messy topic to research. The key words keep leading me to other things. I'm looking for a way to get map data similar to Google Maps or Waze. But when I search for Google Maps all I get is Google's APK which you apparently need to pay to get a key for. I've seem some items on the asset store that might be what I'm looking for but you also have to pay a significant amount of money (at least significant for an individual). I'm looking for a free solution because I'm not trying to develop a program to sell but only for personal use. Does anyone know any way I can get that kind of data without paying money? Thanks!
