unity2d text UI is appearing above my loading prefab

hi, i've made a loading prefab that appears before the scene if the data hasn't been loaded yet from the data base . the problem is that i have text UI in my scene that always appears above my loading prefab and i need it to be below . ps : the text UI layer is UI and i've made new layer for the loading prefab called loading but this didn't solve the problem.
