I solved this problem. If you are using mac OS, 1. Close the unity hub(system close). 2. Open the terminal. 3. type this : sudo in my case -sudo "/Applications/Unity Hub/Contents/MacOs/Unity Hub 4. Add personal license.

if you are using Windows, Run unity hub as administrator.
