Cannot comment on questions?

Looking to reject a question in the moderation queue, but I can't figure out how to put in a comment on why.

The users guide says to open it in another tab, but when I do so, the Add Comment link does nothing (tried in both Opera and Chrome). Do I need to reject it first? I'm scared to try it myself because I don't want to reject the question then lock myself out of giving them a reason.

Update: Actually, I just cannot add comments at all it seems. The Add Comment link does nothing in Opera, Chrome, Firefox, IE, Edge, or Safari for me. Unless I'm logged out, in which case it tells me I don't have permissions.

Hi, the comment function is currently broken and it's being looked into. Sorry for the trouble! Should be fixed soon.
