Why i can't close some questions
I have already gone through the FAQ sections and i m aware of the fact that i need to have 5000 karma points to be able to close a question but i can close some questions and some not ... how come ?

No reason I know of. There's a glitch where moving a question sometimes fails the first time, for no reason. Maybe Closing also has that. You might again. Sometimes it even takes 3 tries.
But there's not much reason to close a Q here. Most Qs that don't belong in main UA should just be moved into the HelpRoom and left open. That's what it for. Otherwise, ask: 1) is this Q causing a problem, 2) will preventing anyone from adding answers help with that problem, 3) since the site is also about people adding better answers to old Qs, is step 2 doing more harm than good.
But closing, say, answered personal help Qs, or complete duplicates, won't cause any harm. Mess around with the stuff it lets you do as much as you want, as long as you're not being malicious. Don't be worried about breaking some unwritten rule or offending the council of 9. Probably the main thing is try not to bring too much junk up the Recent page of the Default section (I'm not sure what actions will do this.)
