Unity 2020.3.18 cannot add Tar package to the package monitor,

Trying to select the Tar file the from package monitor it doesn't open. the tar file is greyed out.,using version Unity 2020.3.18, I am unable to add the TAR file using the add package from tarball action. I need this file added to the project manager. It's just not an available selection and kinda greyed out.
