UnityPackageManager.exe disappears

Hello! I have this issue repeating for several days. Upon launching a unity project via UnityHub I receive an error message alt text

I tried to reinstall unity and it helped, but the error reappears after I restart the PC. I have Windows firewall turned off. After the recent reinstall I backed the UnityPackageManager.exe file up and when the error popped up again I restored the file in the according folder, and upon launching the project the file vanishes. Is there a way to resolve the issue or shall I turn to UE instead?
