Where do I get the 3.X Beta of the Hub app?,Where do I get the Beta version of the Unity Hub?

I moved just recently to the Philippines and try here on my computer to set up Unity 2019. Unfortunately, the internet here is really unreliable and a download through the Hub without a resume download function is impossible (almost). After trying for 3Days to install Unity 2019 without being able to get it to work the way I need it, I see my last refuge in trying to use the new 3.X hub.,
