How to upload an app to the Play Store complying all the laws?

So, I've been recently trying to publish an app to the Play Store and I find everything is way harder than how it was a few years ago... I'm trying to comply both COPPA and GDPR (my app is rated E but not in the families program nor specifically targeted at children), and I've done the following steps to do so:

I have a privacy policy up already, made with https://app-privacy-policy-generator.nisrulz.com/. The only data collected is by both the Google Play Services and Unity, so I suppose that's enough.
I'm using Unity Ads, and I've filtered any advertisement that is 5+. Also blocking those from certain categories like casinos, personal finance, etc. just in case. I didn't add my game to the family program so I didn't declare it as a Child App, not sure if that's needed if it's an E-rated game whose main target isn't children.
In the Unity webpage says that while using Unity Ads I don't need to add an additional confirmation for GDPR because Unity Ads already asks user for permission, but it only asks user for permission after the first ad triggers. So, I'm still safe from GDPR?

Also, what happens if you don't comply those regulations? I've heard people saying they simply got their app removed, while others say they were fined. Does anyone know why there were fined people?

If your app is cute - has cartoon characters in it as is likely to appeal to children, then you need to comply with the child policies or make it less cute.

If, however, your game is not overly cute, and you are not in the family section, you don't need to worry about it that much. What you've done is probably enough.

In most cases, Google will point out what's wrong and tell you to fix it and resubmit it.
