cant buy unity assets ??????

I have tried literally 4 gift cards with the same exact information and yes i have money in the account. I have 20 bucks in one account and 50 in another. i spent some of the money by making steam purchases . Yes my cards work and they dont expire until 2021. it 2016 going into 2017... the cards work... againg using the same exact info word for word line for line. I quadripple checked each and every spelling , and account theyre all activated. they all work. BUT I cant make a single purchase for 13 bucks on the asset store.... why???? its 25 bucks in the account and the card holds 50 bucks... im not the only one with this problem im seeing post like mine from 2011 with absolutly NO replies... whats going on???
