Where can I submit suggestions for changes to the documentation?
When I'm going through the scripting API I'll often come across stuff with missing examples, missing documentation or typos.
For example this:
http://docs.unity3d.com/ScriptReference/Mesh.GetBlendShapeIndex.html
It returns -1 if a blendshape named blendShapeName doesn't exist. Maybe it's implied because it's a standard or something, but I still think it would be nice to have it mentioned in the documentation.
Where can I submit my suggestions?

within Unity under help, you can create bug reports, also referring to the docs.

My guess would be that Unity wouldn't find direct suggestions on Doc rewrites to be helpful. The most useful thing would be to ask a Q here about unclear parts. If it gets upvoted enough (by other people getting stuck on the same thing, doing a Search, and finding your Q) it's more likely to come to someone's attention.
Suppose you were the person assigned to update the Docs. It's easy to skim and fix typos. It's obvious everything should say how it handles errors, but returning -1 for not found is standard. If I were writing the manual I'd leave it out, too. For examples, I'd look through UA and see what parts confused people. Many have no examples because they don't need any. Some are out of date, but you can tell that just by looking.
I think there was some talk about people with higher Karma (in theory that makes them more experienced and more familiar with priorities) getting involved somehow with the Docs.

We have just expanded the Docs team with a few more teammates, so once I synch up with the Docs team we will discuss if there are any plans on solutions that makes it easy for users to submit feedback to specific articles. The CM team is also looking into other ways, such as adding an official Unity-owned Wiki for creating articles either from scratch or from content on Answers/Forums, which is not really feedback but could still be helpful.
