Unity gets stuck on exporting package on startup
When I startup my project in Unity I get stuck on a exporting package loading bar. I have left it sit on this loading bar at the longest for an hour. Also when the loading bar is up according to my task manager Unity is not responding, but the loading bar is still counting the time it was up. The screenshot below is the loading bar that I am talking about. 
I did not always have this problem. I have loaded my project before and spent a considerable amount of time on it without this problem. The first time it happened I uninstalled Unity and then reinstalled it which solved the problem for about 2 days and now it is doing it again. Any help or suggestions are greatly appreciated as I can't get into my project at all without this happening. I am using Unity version 2021.3.1f1
