You cannot use Unity on your iPad if that's what you mean.

No. You can write iPad apps using Unity (not free, $400 to start in order to do iOS publishing), but Unity will not run on an iPad.
I dont believe that applies to the commercial license unity charges for its engine use but I am not 100% on that.
The Apple license is a separate thing. You need one of those (at least the free one, or the $100 one) to get started. You sure you don't wanna just go Android?
@Oliver Jones: I don't know what you mean. You need one if you want to make any iPad apps anyway, Unity or no Unity, but that has nothing to do with Unity not running on an iPad.
