Water Shader in URP?

So I was following Unity's water shader tutorial (https://www.youtube.com/watch?v=gRq-IdShxpU) and I have 2 problems. The first one is in the last step, where he adds the waves to the water. My waves don't go in the vertical axis, but in the horizontal. Secondly, the directional light reflection changes position when I rotate my camera a.k.a. rotates with the camera.
