Can I delete old packagages manually?
My storage of local disk C is dwindling, and I want to remove some files that I think are unnecessary for my unity projects. Can I delete some old versions of these packages manually by deleting them? Will it affect my projects somehow?
Some are located in AppData - Local - Unity folder
Some are located in Program Files - Unity folder

The upper image is from a centralized cache which Unity uses to store packages in case projects want to import them. This way, Unity doesn't have to download them every time you want to import them. You should be able to safely delete packages from that cache.
I am not entirely sure about the lower one, but the contents of that folder are also not part of any projects. Unity projects can be moved to any system and as long as a matching editor is present, you can open and work on the project. If anything is missing, Unity will download it again.
In either case, you should always use version control for your projects. If you ever break something in your project, you can revert it to a working state with a version control system.
