Unable to Drag and Drop from the Project pane into the Hierarchy pane in Unity 5.4.0b22

I am unable to Drag and Drop from the Project pane into the Hierarchy pane in Unity 5.4.0b22 on a computer with a high DPI 27" display. I had it working on a Surface 2 Pro but on my desktop with 27" display it would not work. I blew away Windows to the point of a bare unpartitioned drive 4 times (not counting the 2 Windows resets and a few restore point restores) with different builds of Windows. No difference. I tried different Unity versions, including the same version that is working on the tablet. I used copies that I even downloaded originally on the working tablet. Still not working. Finally, I stumbled upon the solution. The problem is the Windows DPI setting that it always restored based on my account. In "Display" in the Control Panel, I had it set to 150% on text size. I think the pixel mapping to validate the state of the drag drop operation is not correctly using the DPI setting in Windows. Setting it to 100% works around the problem.
