Unity 2020.1.8f Slow On One Device But Not Another

I have two computers that both have Unity 2020.1.8f installed on them:
Desktop - i7-9700HQ 3.20 GHz - 16 GB RAM - NVIDIA GTX 1070Ti
Laptop - i7-5700HQ 2.70 GHz - 24 GB RAM - NVIDIA GTX 980M
While working on the identical project, the laptop has no issues. Whenever I change something in a script, it compiles within seconds. Whenever I save a scene, it only takes a handful of seconds, if that. Whenever I go to create a build (Windows, Android), it only takes around 2-5 minutes. The project is on the larger side so this time seems reasonable.
However, on the Desktop which objectively has better specs (aside from RAM). Changing a script causes Unity to require 1-3 minutes to recompile. Saving a scene can lock Unity up for up to 1 minute. Don't get me started on creating builds. It ranges from (10 - 75 minutes). It's absolutely absurd. Clearly, something isn't adding up.
The following things I've tried to alleviate this issue: - Turn off Firewall on and Antivirus scanning - Turn of NVIDIA GeForce Experience - Updating Graphics Card Drivers and Windows itself - Tinkered with several settings in Unity itself (there've been a few but I can't personally recall all of them)
I personally don't believe the issue resides in the game files themselves, otherwise Unity should run slowly on both machines. Might anyone have any ideas or had a similar issue? Any and all ideas are appreciated. Thank you.
