Best Way to do a paint splash effect?

in my game i have a big pipe that has paint dripping out, i was wondering what was the best/easiest way to make my paint drips splash onto the objects under the pipe and have a decal of the splashed paint texture on it. if doing it in code please JS. dont worry about particle effects i just want the decals to be placed on whatever the drip touches! thanks.
