Rotating spotlight flickering problem

Hi,

I've been having trouble with the default unity spotlight. I have been trying to make a first person flashlight however the spotlight has been flickering rapidly with movements. After a lot of testing I have found that it seems to only happen whenever the spotlight is rotating (moving side to side or forward and backward is not causing any flickering). I have a video of the flickering here as well. I have kept about all of the settings the same as one you have opening a fresh project. I have looked far and wide and not found anyone else with this issue. If anyone could share insight into how I can stop this flickering it would be much appreciated.

p.s. it happens regardless of whether the cast shadows setting is enabled
