HDRP Prefab Editing Environment - No skybox and lights.

Can someone confirm that after you assign a scene as an editing environment to be used with Prefab Mode in Isolation (Project Settings ->Editor-> Prefab Mode -> Editing Environments->Regular Environment) there is no skybox and no lights while editing prafab?

Maybe I am doing something wrong. My Unity version is 2020.3.24, HDRP 10.7.0.

I have created an empty scene with one directional light and a cube as a floor. When I enter prefab mode, I can see the cube but there is no skybox and the light is not working.
