Can't export packages or build,Why can't I export packages or build?

I don't know if the issues are related but when I attempt to export a package I get an error and when I attempt to build unity crashes. Here's the export error message.

Error compressing GZIP: 7-Zip 4.64 Copyright (c) 1999-2009 Igor Pavlov 2009-01-03 Scanning Creating archive C:\Users\ricos_000\Desktop\Tournament Games Unity Project\Temp\tempExportPackage.unitypackage Compressing archtemp.tar WARNING: Access is denied. System error: Incorrect function.

Happens every time no matter what I'm attempting to export. I can kind of get around it for exporting but it's related to the crash when I try to build I need a fix.,I've started having trouble since a few months ago, I think, in which I cannot export packages. I think it's also affecting my ability to build. When I attempt to build it just crashes. When I attempt to export I get this error.

I get it every time no matter what I try to export.
