Double clicking console error does nothing

Question

One of my projects does work as in topic, but my current topic, does not. Obviously the expected behavior is to open VS 2017, which yes is set accordingly in Edit>prefs>ESE .

What would cause this, and how to fix ?

Not sure how long this will last as this never should have occurred , but I exported project, made new one, and imported and things were far better.

I'd rather know WHY this was occurring, as the behavior was far from expected, but I'll have to settle for this, apparently.
