does Following a topic in Answers work ?

i've double-checked my settings here and there, and i seem to almost never get notifications for threads i'm following. this thread is an example.

Following normally works fine. But for the last several(?) months there's been a problem with the email notifications in general (look at META for Qs about it.) It's being worked on.
