Help! Unity freezes for ~3 seconds every ~7 seconds in-editor

(Windows 10, AMD RX 580, AMD Ryzen 5 3600)

I use unity primarily for vrchat avatar creation, but this is happening for all projects, including 2d and the 3d vr template, on different unity versions. I reinstalled Unity Hub, and Unity (through add or remove programs), and it still happens. It makes it unpractical to use, and if I'm using the camera controls while it freezes, it sends the camera out far when it unfreezes.

I've checked Task Manager, and it looks like the GPU usage stops for the few moments that it freezes. The CPU usage is completely fine. Thank you for any and all help.

Edit: My GPU should be fine, I can play COD, VRC etc. completely fine.
